Hard disagree. They aren't responsible enough to borrow money as indicated by their credit score and they won't be able to pay it back and it will only dig them into a deeper hole. It's actually the only compassionate option.

@DividendSponge You do realize that this will increase credit requirements, lower available limits for cardholders, and exclude many lower credit quality borrowers from having access, right? Banks are not going to lend at 10% for unsecured debt
