You don't need anything other than a pencil and some paper to start designing a indie narrative skirmish wargame.
This is a genre of game that has existed for a long time, and the barriers to entry are basically non-existent.

It is rare to see the chudhammer folk talk actual hobby, it is basically unheard of to see them talk about mordheim or an indie narrative skirmish game...just just aren't as a community, deep enough into hobby.
