Your IPP concerns are a political problem. Our capacity concerns are an engineering/economic problem. We can't solve political problems for you. We can only solve engineering problems so they solve the economic issue. The cost ones - Kenyans should solve.
Cost of power Availability of power Are two different things. They're related. But they're different. Cost is mostly bad investments (due to politics) and political interference. Availability is impacted by everything from supply to infrastructure - technical and political.

@DanOder0 The TPS (Temporary protected status) covers a handful of South Sudanese (around 230) who were legally in the US when the war started. Most were students in various universities back then. It doesn't affect the majority who migrated there ages ago as refugees & are now citizens.
