Not true. Slobodan Milosevic, the President of Yugoslavia who led the wars in Kosova, Bosnia, and throughout the former Yugoslavia, was indicted for war crimes committed in Kosova.
Clinton's genocide claims were later proved to be lies, but they were very effective lies rallying public & media support for his Kosovo war (and to silence war critics). Hard to underestimate how much the Kosovo war influenced Putin's generation.
