Interesting thread, but neglects to account for the rule that every Brooklyn "dog parent" already lives by: Dog ownership is at once literally the same as parenting a human child, but also morally superior to doing that. (Don't worry about how that works!).
This is a policy choice. We are choosing dogs over children. If we want cities that support families—rather than replacing them—we need to start acting like it. Full post on Thesis Driven:
