New Tx benefits categories pretty standard (reliability, congestion, etc). Good ā€œimproved reliabilityā€ definition. Access to lower cost gen is valid benefit (extent Tx & gen are substitutes, eg load pockets). Operationalizing gets tricky. Politics perhaps trickier. 9/11

Suggest Tx plan selection criteria ensures CBA, including monetized reliability benefits. Add competitive bidding req for mandatory planning. Cost allocation via beneficiary pays adherence is sound, presuming solid benefits methods. 8/11

Quick take on complex @FERC transmission rule. Expect large net benefits for consumers, pending outcome of implementation quality, litigation, and complementary reforms. It has a couple warts and missed opportunities, but overall improves econ policy.

As SEC climate disclosure rule looms, reminder that climate risk is complex. Some forms are financially material. Some aren’t. Varies by firm and setting. Policy can help boost info, but must let firms decide what type of climate risk is/is not material.
