NEW: We won a $41 million judgment over appalling conditions at Marbury Plaza. For years, 2,500 tenants endured mold, leaks, rats, and a lack of heat, AC, and hot water — while the old owner defied court orders to fix it. This is the largest DC housing conditions judgment ever.
