HB5174 will allow migrants to live in temporary shelters outside of churches up to a yr. Will require that each unit be equipped w/ heating & cooling equipment. HB5174 is up for a vote Friday morning in Planning & Development. Who pays for this? Who will manage the tent cities?
Why should you care? Who funds
@desegregateCT
and why? What is their real motivation? Development?
This is NOT about improving affordability in CT, but rather satisfying the developer interests of RPA, the funder DesegregateCT.
‼️‼️They did it again!
The Planning & Development Committee did a bait and switch by adding 4+ pages of new bill language on sewer development mandates for any municipality that does not have over 50% of their housing on sewers into HB5743 which was only on Municipal Design…
Say no to "Rats" in
#Connecticut
and demand that our lawmakers vote for legislation that has been fully vetted by the public, not just special interests, insiders and lobbyists.
‼️‼️Welcome to the Bizarro World of the CT General Assembly, governance and dummy bills. Take a look at this clip of the Housing Committee to see the dysfunction for yourself! ⬇️⬇️
YOUR elected reps have decided to sneak in Fair Share after the public was told it was dead.
@CTHouseDems
@cthouserules
- is this good policy? For those who support it in the dead of night, we will br holding you accountable.
Myth busters:
@DesegregateCT
states their bill mimics a TOD bill that was passed in MA. No way! See our comparison below. HB5429 does not create affordability, it is not a TOD bill and is just a gift to developers which will override our local P&Z Commissions.
We have heard from several members in the Democrat caucus that there were cohersive measures and threats of stripping people of leadership positions if they didn't pass the bill. Does that sound good policy making?
@GovNedLamont
HOUSING BILL CRAFTED IN DARKNESS AND DECEPTION DIES...THEN REINCARNATED WITH NO TEETH IN "CONSERVATION EASEMENT" BILL VOTE AT 2am So DUFF COULD PRETEND HE GOT A POLITICAL DRAW.

Hard truths can be hard to accept but the story of what lawmakers did while we slept on Friday night has to be told. Press and housing advocates are all complicit.
State Sen. Tony Hwang, a ranking member of the Planning and Development Committee, said what the Democratically-controlled state is trying to do is “unAmerican” and “un-Connecticut,” because “individual rights” and “property rights matter.”
This is the most egregious iterations of DesegregateCT's Work Live Ride bill to date. This legislation calls for municipalities to surrender local autonomy to comply with DesegregateCT’s objective of enriching developers.
Multiple people have informed
@Ct169S
that they were denied access to a "lunch and learn" with
@desegregateCT
to hear more about their legislation. How can you have real honest conversations if you only speak to your echo chamber? Do better.
State Rep Anne Hughes represents watershed town
#EastonCT
but votes in favor of unbridled development and harmful enviromental rollbacks. Would Fair Share be good for Easton?
The session has shined a light on the dysfunction of 1 party rule & lack of transparency in state govt. We will continue to inform the public of the dysfunction. Residents deserve more from their elected reps esp given that most news outlets abdicated their role as watchdog.
The reality is that housing advocates want to bulldoze over naturally occurring affordable housing in our towns to create market rate rental apartment buildings -- over and over again. They DO NOT create generational wealth.
HB5209 (Housing Authority Bill) allows any outside housing authority in one town to build in another one without getting that town’s permission. No bill is officially dead until the session is finished!
It's deja vu all over again!
@desegregateCT
wants
#Connecticut
to have a zoning czar to approve development in transit areas; not your local zoning commission. Here's an op/ed piece from last session.
Take a look at our government in
#Connecticut
. DesegregateCT bill WAS VOTED OUT OF COMMITTEE on Friday and the language was not available to the minority party until just hours before the meeting. Is this good government?
Rep. Eleni Kavros DeGraw made a late-night push for Fair Share, burying it in "An Act Establishing a Tax Abatement for Certain Conservation Easements" - an UNrelated piece of legislation. Will her constituents in
#AvonCT
and
#CantonCT
be impressed?
Absolute power corrupts absolutely. Term limits, checks & balances are clearly needed in
#Connecticut
. How is this good policy making when you have biased JF reports, breaks in process that led to the passage of fair share phase 1, rats in the budget bill with hundreds pages?
There was LOTS of great testimony at the Public Hearing on HB 6633- Discussion about the lack of disclosure of the unfunded mandates to 162 municipalities in CT. Is anyone talking about that - how about it? Media?
‼️‼️Save local control! Save our towns! Use our sample testimony (found in our newsletter linked below) for talking points on why HB 5391 is bad for
#Connecticut
: …]
One must wonder what will happen to our cherished open spaces and green spaces when the State imposes housing density mandates on every town and city. Where are all of the environmentalists and stewards of our land? Crickets.
Fair Share will be the biggest unfunded mandate for
#Connecticut
's towns yet our legislators again negotiated against the VERY towns they represent. For
#FairfieldCT
, Fair Share will cost tens of millions of dollars and State Rep Cristin McCarthy Vahey stood silent w/ her party.
Who decided that our local zoning commissions weren’t good enough? Why would someone in Hartford want to control our local zoning decisions — what do they get from this new authority? Why would we trust politicians to care more about our town and city’s future, than we do?
Highly-paid consultants (on CT's taxpayer's dime) say that Fair Share is "best practice." New Jersey is the only other State to have adopted "Fair Share" and it's one of the most expensive states. Do we want to follow that "best practice"?🙁💰
Many lawmakers last session told their constituents that the Fair Share bill was just "a study." Watch the latest meeting of the Majority Leaders' Roundtable on Affordable Housing to see how Fair Share was weaved into legislation this year.⬇️⬇️
‼️‼️Why are the housing advocates obsessed with ending zoning? Because they are funded by developer interests, like DesegregateCT, RPA, and Melville Trust.
The zoning laws have not changed significantly (many would say they have become more lenient in recent years not more…
We are so grateful to have the support of many leaders in our State including
@PatrickSasser5
who has always shown us the importance of citizen activism & engagement!
We hear
@desegregateCT
's Work Live Ride bill is being changed AGAIN, created in secret with lobbyists and paid housing advocates, NOT the public. We will say it again, democracy dies in the dark.
And the bills this session are bonanzas for developers to pave over land and build, build, build without public hearings or having the people's voice heard. How is this good for
#Connecticut
?
@Ct169S
In 1997, CT lawmakers required the protection of 21% of CT’s land area as designated open space. A year later, a deadline of 2023 was set for reaching goal. Now, with only days left to go, CT remains well behind pace of preservation needed to meet goal.
HB 5390 empowers developers over towns to build whatever they want – perhaps a 10-story apartment in the midst of a residential area or adjacent to a nature preserve, 10 feet from the road with no green space around it. It attempts to take away the review on 8-30g projects.
‼️Local zoning officials know that "Work Live Ride" cancels the public's voices in hearings, has a zoning czar in Hartford decide YOUR town's development and punishes towns already doing transit development.
Of course
#CT
is funding a city that already has 10 percent affordable housing…. Where is the equitable funding to small towns? Anemic or even non-existent.
So it makes sense when you consider they have the transportation and infrastructure capacity. 1/4
Let's save our historical districts in
#Connecticut
! HB5473 is an anti-preservation and anti-history bill. Tourists come to CT’s 169 unique town centers because of the unique and historical architecture.
#SaveHistory
Welcome back to another year of Legislative Dysfunction. It didn't take long -- Dummy bills are once again in the Housing Committee, deceptive practices yet again that stifle residents' access to information. It's an election year, and remember, lawmakers work for us!
DO NOT PASS HB5390 or Build Big & Lease!

We remain perplexed as to why notable environmental groups continue to be hoodwinked by

Our government at work -- creating shelter encampments on the grounds of churches that will cause serious sanitary and health issues. Is this the best use of our elected leaders' time?
When legislators get lax about their responsibilities & drink on the job instead of paying attention to the discussion of the legislation being considered, when they pander to their special interests rather than doing what is right for the people, maybe it's time for term limits!
Save Connecticut's unique historical districts. Tourists visit

Once again, Housing Committee is looking to push Housing Authorities to be able to build in other towns WITHOUT THE OTHER TOWN'S PERMISSION. Why is this a concern? Read our 2023 one pager on HA Jurisdiction:
Affordability comes from a vibrant economy, businesses coming to CT with their good paying jobs statewide, which then creates demand for housing development. Where are the bills to improve the economy?
There is too much inconsistency between the housing advocate's testimony and the actual onerous and vague language that is in the bill. Did not help that
@DesegregateCT
's director stated that he did
"not trust municipalities to do the right thing."
#dobetter2023
CT may finally be waking up to the developer self-interests at play that end up providing density without meaningful affordability. It's time for real solutions, less noise.
We were very disappponted with
@Steinberg06880

#WestportCT
"Let’s just all call “Work Live Ride” HB-6890 for what it actually is: a state imposed zoning override for the enrichment of corporate landlord interests and housing developers."
It's no wonder municipalities can't get to 10% per 8-30g Affordable List when the lion's share of housing vouchers go to ONLY 19 of the largest CITIES - they get 85% of ALL VOUCHERS IN CT, and they use them as part of their cash flows to fund affordable development.
Now New…
We are waiting to see bill language, but one size policy does not fit all. This is just another Fair Share attempt and pushing state unfunded mandates on municipalities.

Are you ready for it? A little over 4 weeks left this session.
@CT169S
' watch continues.
What tricks will they pull this session after last year's Saturday 2AM fiasco bait and switch?
Two towns in CT have no zoning. Neither of them are overrun with development b/c there are other factors at play. Giving into developers as of right push for high density & overriding set asides or inclusionary policy does not create affordability either.
Fair Share will force municipalities to pay for construction of housing that developers will not build on their own. Fair Share does not provide new revenue, so these costs will come on the backs of local taxpayers. A vote for Fair Share is a vote to raise property taxes.
🌊Water is important, essential. We can only survive less than a week without water. What happens when developers look to override local zoning, which was created to protect our state's natural resources?
What happens when bills being pushed by "housing advocates" in CT do not…
The bigger problem of the CT legislators drinking on the job, is the fact they are getting into cars afterward and driving home. This has happened on 'multiple occasions,' according to Speaker Matt Ritter. These aren't one off issues.
@CTDems
With SB998, CT will be burdened with onerous mandates & high costs. Unfortunately, in the very last days of the session,
@CCM_ForCT
was nowhere to be found when their counsel and analysis of the legislation were most needed. Why wouldn’t CCM not decry a $20B unfunded mandate?
✅Fact Check: DesegregateCT's own legislative director neglects to mention an important aspect of Work Live Ride-- it's "as of right" development in all of the transit area community, not just the transit-oriented area. It completely divorces the public from having a voice. There…

#Connecticut
has a long history of protecting inland wetlands and watercourses yet HB5475 wants to destroy those protections. Why? To help developers? Read testimony from RiverCOG:
But yet the Planning & Development Committee wants to roll back environmental protections regarding inland/wetlands to help developers (HB 5475). Makes a lot of sense, doesn't it?
Have the Democrat legislators who are passed HB5147 "as of right" up to 8 units of temporary shelters at church properties for homeless/migrants for up to a year thought about the unintended consequences?
Meanwhile Democrat legislators are refusing to address the issues with…
False: Work Live Ride appears to be a wolf in sheep’s clothing. It's intentionally vague as to the requirements of density and number of units of development to deflect from the hand-out that this bill appears to be to developers.
Sadly, these four either knew what the bill was really about or just followed orders that it was "just a study" on Fair Share. Either way, it seems they are unfit for office. SB 998 has no word of "study" in it; it's an allocation of "Fair Share"; the first step.
Here are some of the representatives who voted for Fair Share in the dark of night on Saturday-
#WestportCT
's Rep Johnathan Steinberg,
#BranfordCT
's Rep Robin Comey,
#EnfieldCT
's State Rep. Tom Arnone and
#EastonCT
State Rep. Anne Hughes.
