After over 2.5 hours of presentation, public comment, and discussion within the board, the resolution is brought to vote with the two amendments. The Valencia pilot with an unconventional center running bikeway passed unanimously.

While discussing having a back up plan, Tumlin again mentioned that all alternatives were in his opinion "fatally flawed" - especially because of the fire department requirements. This lead to an interesting discussion about the influence SFFD has on street safety projects.

After some discussion, the Board added two amendments to the item: ✏️Requiring MTA staff to recommend target vehicle speeds and volumes by December 21, 2023 ✏️Ending the pilot 12 months from the date of installation (instead of the 18 months that staff were asking for)

About that placemaking pilot - it's a "small pilot within the pilot" as Director Tom Maguire describes. It would allow a reimagining of a small portion of Valencia to test additional designs for the long term vision, beyond just bikeways. Potentially car free space!

A major point of conversation by the board was setting timelines at metrics that keep the project from stagnating. Director Hinze asked staff if a 12 month pilot would be enough time to gather meaningful data, and how that could impact a future placemaking pilot.

Director Heminger noted that although SFMTA staff explored alternatives, they did not bring any to the board, essentially giving the option of a center running bikeway or nothing. Director Tumlin said this is because alternatives were "fatally flawed."

Director Cajina added that much of the public comment brought up that there are concerns in the community about how the pilot will be handled once it's installed. "I keep hearing a theme that a pilot is not really a pilot."
