The only way I can remotely see a wizard takeover happen is through extensive use of the Imperius curse but Voldemort was too stupid to come up with that to fight the wizard war. why would he come up with it against muggles he looks down on. does voldemort know what a missile IS?

The reason the muggle government doesn't do anything is because from a normal perspective Dumbledore said "our ass backwards mini-nation's Wizard School is being taken over by an angry ex-student school shooter" and they just couldn't be bothered to give a fuck

The second Voldemort would've gone "i am going to take over the muggle world now" they would've hit him with an LCM and called it a day. Then the masquerade would most likely be broken and the wizards auto-lose
