Departments do this as Treasury unfortunately wants their only spending focus to be on the numbers employed. This avoids caring about the service quality being delivered which should be the key driver and focus of any government.

Depts not being required to disclose can lead to potential maleficence. This disclosure is a must have if govt is serious about public transparency. It's a scandal Depts haven't applied this previous VAGO reco. History has shown that Depts can & do hide a sizeable workforce.
