WA passed Automatic Voter Registration originally in 2018. In 2025 they expanded AVR across multiple government agencies, making it even easier through SB 5077. HB 1713 only applies to tribal members and tribal governments and .@Susan_Dupres rightly points out the connection

Reminder that nearly 7 years ago, WA eliminated its minimum testing score to become a teacher due to high failure rates. (HB1621 signed into law in 2019.) By 2023, only half of black teachers entering the profession passed the WEST-B math test (sample questions below).
The UCSD math department administered a test to 138 students in a remedial math class, and 25% of them got this question wrong:
