CRNs are just one type of out of Court disposal and their use is growing, but there is a need to improve how CRNs are used to: - support better outcomes for offenders and victims; - contribute to safer communities; and - increase confidence in the criminal justice system. 8/8

The following graphic shows the outcomes assigned to crimes recorded during 2023-24. The highest proportion of crimes resolved by CRNs were drug offences (33.7%), followed by theft (8.1%) and violence against the person (4.6%). 7/8

In NI, in 2023-24 the number of CRNs issued across Police Districts was greatest in Belfast City. Armagh City, Banbridge and Craigavon and Newry, Mourne and Down also reflected high numbers of CRN use. However, across eight of the 11 Police Districts, CRN use had fallen. 6/8

CRNs can be issued for different offences, such as hate crime, drug and domestic related offences. Inspectors evidenced the importance of PSNI supervisor oversight, detailed rationale to justify decisions and quality assurance checks. 5/8

CRNs are supposed to ‘speed up’ justice by offering a proportionate outcome to lower-level offending. However, better monitoring was needed to assess if CRNs were addressing the issues related to improving victim satisfaction and timeliness of outcomes. 4/8

Two groups oversee the use of CRNs: -Out of Court Disposals Working Group; and -Criminal Justice Branch Inspectors found both were committed but still developing in their role. Clearer objectives and greater transparency were needed to understand how CRNs 'speed up' justice. 2/8

CRNs deal with ’lower level’ offences and are a type of out of Court disposal issued at the discretion of the @PoliceServiceNI. CJI will shortly publish an Inspection looking at the: ➡️strategy; ➡️governance; ➡️delivery; and ➡️outcomes around the use of CRNs.
