Interesting finding from @owenboswarva: Leeds City Council publishes its address records as open data, with UPRNs. It's not obvious if anything (other than £) stops other local authorities doing this. So, government could potentially collate LA data to create a National Address

And as the consultation acknowledges - trusts now behave like companies in many ways, with many of the same advantages. Our briefing makes a simple argument. If you own property via a trust, your details should be available on the same terms as the rest of us.
