That comparison doesn’t hold. Buganda is politically significant yes but it is not the sole litmus test of national legitimacy. Uganda is not a swing state federation like the U.S. it’s a unitary state with 146 districts and diverse voting blocs. A resounding win is demonstrated

Buganda is seen as the litmus test of political legitimacy. Similar to Florida, Pennsylvania, Ohio, and Michigan in U.S. politics -- the ultimate proof of a resounding win. That's why you saw a "Buganda for Museveni" effort, not Tooro for Museveni or Acholi for Museveni.
