The authors caution that England (prescription charges) outweighs🏴󠁧󠁢󠁳󠁣󠁴󠁿and N.I. (no prescription charges), due to larger population. Hence we can only make claims about 🏴󠁧󠁢󠁥󠁮󠁧󠁿. But when people talk about "NHS", they are referring to "NHS as a whole"—so comparison is still valid.
