Bit of an overstatement. It would be quite easy to say something like "if you don't have โฅ 2 kids by 25, WAGTFKY" (and actually follow through with it). We are just too buckbroken as a population to even imagine this, let alone implement it.
20 percent of women are determined to have kids. 20 percent of women are determined to never have kids. 60 percent of women will have kids with the right guy and the right situation. you can't fix this with any government policy. it's a social thing.
