Well well well, it keeps on changing. My guess is horde will have the district with the throne room basically.
Maria Hamilton clarified her statements on the faction division in Silvermoon in Midnight, stating that only 1/3rd of the city will be Horde-only, and the other 2/3rds will be available to both factions.

Interested to see how this feels in Alpha, but if Silvermoon is the major Hub city for 2years, the alliance need more than a sanctuary It needs to feel like dalaran did in terms of equal parts Otherwise the alliance will just utilize stormwind and forgo the hub city @WarcraftDevs.
The majority of Silvermoon will be Horde-only, with only a “small sanctuary” open to the Alliance

Be sure to unlock reagent AND void storage on anyone BELOW level 80 to get all 6 tabs unlocked on those characters automatically.

Remember with the patch the bank switches over for our characters to a tab format, avoid paying higher costs for the bank tabs and but all you bank tabs on every alt and get the achievement [Safety Deposit] so they bank is unlocked automatically for FREE when the patch drops!
