Read this book a while back. Using case of China, it shows that a sovereign country with fiat currency faces no money constraint for generating all the resources it needs for productive investment. Only requires a development focused monetary policy & a directed banking system.

Btw there was a book written by SOAS economist Lawrence Saez in 2004 comparing India & China "reform" trajectories in banking sector, where he lauds India proactive privatization plus market solutions & condemns China for being a reform laggard. We follow such prescient expertise

is more likely due to policy capture by domestic oligarchic interests. The co-author of the book is a fomer chairman of China Development Bank. They show how China generated the bulk of 60 trillion $ of investment over last 4 decades through its (state controlled) banking sector.

Busts a lot of neoliberal myths that keeps countries like India starved of funds needed to meet basic needs of social and physical infrastructure. Smaller countries can blame Western pressure via IMF/World Bank but the lack of political will and developmental stasis in India
