At least €14 million in bribes were paid to secure the deal. Yet the Defex story isn’t unique. It's a window into how state-backed corruption quietly fuels the global arms trade.

A French arms dealer in Yaoundé, by the name of Philippe Bourcier, acted as a middleman, earning millions while channelling kickbacks to senior government officials. Defex’s own director, Manuel Iglesias-Sarria, oversaw the whole operation from Madrid.

From 1999–2013, Defex signed multi-million euro contracts with Cameroon’s government - supplying vehicles, riot gear, and surveillance systems. But the deals were greased with bribes through shell companies.

Spain’s now liquidated state-owned arms company, Defex, was for decades, at the centre of corrupt arms deals across the globe, including in Cameroon.

💥 The arms industry is an essential backbone of a world built on the state monopoly of force and ideologies that create hierarchies in the legitimate and illegitimate use of force often in the image of imperial interests.🤏🏿

To move the money, Defex and its partners built a network of shell companies with alleged ties to Saudi elites and Defex insiders.

Investigators say these deals were built on illicit commissions - bribes disguised as “consulting fees” - sometimes inflating contracts by up to 20%. Public money, rerouted for private gain.

Between 1991 and 2016, Defex allegedly diverted more than €100 million mostly through Saudi arms contracts. Much of this stems from 11 contracts signed between 2005–2013, supplying weapons and police equipment.
