Occupational licensing affects more than 20% of American workers. It is a bipartisan issue, with "red" and "blue" states appearing at the top and bottom of the #SOLI2025 index. States that want to attract new workers and enable social mobility should consider lifting barriers.

Another reform gaining popularity is universal recognition. Since 2013, 28 states have adopted universal recognition laws to recognize out-of-state licenses. The effectiveness of these laws vary based on the number of restrictions, as shown in this map.

The best way for a state to lower its licensing burden is to right-size requirements and remove unnecessary licenses. For example, we found 13 occupations licensed by three states or fewer—including interior designer, lactation consultant, ocularist, and HIV-AIDS counselor.

Occupational regulations are intended to protect consumers, but the expansion of licenses into more and more professions has made it difficult for low- and middle-income workers to start a new career. Excessive licensing also drives up prices and reduces access to services.

In 2025, the state with the highest occupational licensing burden is Oregon (#1) with 182 barriers. Meanwhile, Kansas (#51) has the lowest burden with just 122 barriers. Discover how your state ranks:
