I’m stuck here, because this person posed absolutely no threat to the POI, but the POI couldn’t take his eyes off him. Was he just paranoid? Casing the area as we’re told, or was he looking for his intended target|s? In other clips he looks as if he’s searching for someone.
Now that I’m looking closer, it could be a man who encountered the suspect. The black detailing on the collar of the white coat I mistook for a low ponytail in the video. Zooming in, it looks like this person has short curly hair.
