A state by state analysis of which states allow public access to police disciplinary hearings and records and which do not. Curiously, the brief section on Kentucky’s governing law makes no reference whatsoever to the open records or open meetings laws.

A $3 million settlement is major victory, but it can’t undo the damage to press freedom from the illegal raid on @marionrecord. If other communities don’t want to learn First Amendment law the expensive way, they must train police and prosecutors to respect press rights.

Messages transmitted by text must be accorded the same treatment as messages transmitted by any other medium. The email is the envelop transmitting public business and its content determines retention—e.g., official correspondence sent by text is a permanent record in KY.

JCPS plan to share proposed school closing list with the public prior to presenting it to the board is a good one, but the rule that drafts are forever exempt—adopted by the KYOAG—exposes the problem with ironclad rules rather than case by case analysis.

JCPS spokesperson confirms that its "operations team has put together a draft list [of recommended school closures]. If closures or consolidations are proven necessary, we will share the list with the public before presenting it to the school board."

Possession in •not• 9/10 of the Washington Public Records Act. Nor is possession compulsory under the Kentucky Open Records Act though it is one of several stand alone statutory criteria found at KRS 61.870(2) that bring a record within the scope of the Open Records Act.

A Washington judge has ruled that “the Flock images generated by Flock cameras are public records under the State Public Records Act,” they are “not exempt,” & “an agency does not have to possess a record for that record to be subject to the Act.”

Following a series of failed inspections, the Cabinet for Health & Family Services suspended a permit for Budgetel Inn & Suites, 3304 Bardstown Rd. on 11/11, per an email from Louisville Metro Office of Social Services obtained by The Courier Journal.
