That's it from Council, I will hopefully have an update soon. Not sure why this item must be hidden from residents.

Council is back. Looking at item 66 which is a discussion on the appointment of the City Manager. It's been 8 month without a permanent CM. Province eventually had to give us an acting CM. The council has asked that the item appears in committee, behind closed doors.

5 minutes in council time...

The PA's Kenny Kunene has asked for a 5 minute caucus break before a mystery item. The item has not been read into council so nobody knows what it is

The Speaker has told the house that she knows who played the tape and said the person was "bragging" that they were sabotaging the council. She said she would deal with the person later, and it would be sent to Ethics. She said she would name the person later.

Someone just played what sounded like a taped private conversation with a person saying: "The City Manager is coming from us." The Speaker has asked who was playing the overpaying sound

Councillor Mazibuko rose to speak, she began: "I think what he's trying to say is that the ANC approves the item," she joked.

Councillor Mmbengwa is harping on about something. Talking about spying equipment that has been disproven. Councillors have asked that he stick to the item. Someone just yelled, "Help us!"

The Speaker is asking who lost a scarf, "and there are also a pair of shoes at the back, anyone lost shoes?" It's like a playground here.

Nothing much to report. There was one funny back and forth between coalitions, but otherwise its smooth running on the debated items.

Council is back, the FF+ jokes that they'd like a 4 hour caucus break - Arnolds jokes that she nearly had a heart attack.

Decorum is a big issue in this council. It's not just Arnolds who is having difficulty but the Speakers before her, too. Tardiness is the norm for all parties at this point, changing the culture of council will be hard. It needs a commanding presence and will from councillors

Correction, the word should be "ethics", forgive me, it's going to be another long day, apparently.

The word I'm looking for is "disciplinary"... it was a long night in council.

The Speaker has announced an extra 5 minutes for "legals to check something".

Quorum is half plus one. That's half 270 plus one. Speaker Margaret Arnolds has given 10 minutes for councillors to arrive.

Day 2 of the 33rd (I believe it's said 43rd yesterday) Ordinary Councilsitting in Johannesburg. We begin, but im no expert, but surely there's no quorum.
