I'm not sure about the phrasing here. How does one "ruthlessly" expand the middle class? That is - how does one expand the middle class without mercy, pity or remorse? It feels like a no sequitur at best.
The middle class is shrinking because politicians from both parties have strayed from ruthlessly expanding the middle class. They’ve been lured by special interests, their own re-elections, and niche issues that have more to do with themselves.

@muddletoes scabbing is when union work is done by non union workers while the union is withholding their labor during a strike. In this case, the union has specifically asked the public not to do this or use the dumpsters the city set up. Thus, this what we call a double whammy scab.

They have this. They're called homeless shelters and they're not nice places. And the strictly enforced rules that you're talking about: you wouldn't like.
Cities should be allowed to build housing for adults like this. Very cheap rent, by the bed. There'd have to be strictly enforced rules if paired with strangers, but it's not impossible.
