Ṣāliḥ al-Fawzān was asked, Our country is ruled by man-made laws, but in some matters they judge according to the Law of Allāh — such as family law, inheritance, and marriage. So does the saying of Allāh ﷻ apply to them: ومن لم يحكم بما انزل الله فأُولئك هم الكافرون؟
