Yes, that's correct, although I wouldn't go so far as to call it "evil". All states that have a monopoly on legitimate violence have a chance of using that violence inappropriately, which is bad, but infinitely preferable to the alternative.

I think that older black voters have agency and don't have to be "cultivated" to not want to vote for somebody. I didn't vote for Sanders in '16 and '20 because someone "cultivated" me, I just preferred him to the alternatives.
Bernie lost black voters because older black voters had been cultivated by neoliberal centrists that are generally more socially conservative than anyone really wants to admit. Younger black voters were very much fans of Sanders in 16 and 20, as they are of Mamdani now.

I think this is a little much and that one bedrooms should basically be the floor but if your city is one that is currently rife with homelessness you don’t really get to be choosy.
Cities should be allowed to build housing for adults like this. We do it for hostels, and it can serve as "housing of last resort." Very cheap rent, by the bed. There'd have to be strictly enforced rules if paired with strangers, but it's not impossible.
