For email verification we use @zkemail and to prove that the body contained some content we create a merkle tree of the body and prove a continuous segment of leaf nodes at the same time. The circuit for that can be found here

The sensitive documents access list are handled by a dao. This is made so that if the case is serious and law enforcements get involved then they can be added to the access list for SEAL and justice can be served.
