Unable to record a real. A hacker in next house has being target on me for years & support by authorities. I can't use WiFi, my phone can't receive one time passcode, can't make call, can't update Apple ID PW, can't login Google account, everything I do and go, they know.

I saw a bird standing on the birdbath bank looking and thinking, then it flew away. The water I just changed it yesterday. I thought it maybe finished by deers in the night. When I took a bucket water out and I saw the birdbath has water but also has black liquid chemicals in it
