I won't say how exactly it forms, but essentially, Tweek and Craig do meet as civilians before becoming supers together (in the same group)

should clarify, I suppose: without giving away too many spoilers, the split between teams never happens. the hero group actually stays one team pretty much throughout the story, which means that the two of them stick together throughout the fic after meeting for the first time.
