"The issuance of subpoenas against journalists covering public assemblies is a dangerous precedent. It chills legitimate reporting, undermines press freedom, and weaponizes investigative processes against those performing constitutionally protected functions," the counsel said.

Public Interest Law Center, Baluyot's legal counsel, also flagged PNP-CIDG's allegations as a violation of Baluyot's constitutional right as a member of the press.

In his response letter to PNP's Criminal Investigation and Detection Group (CIDG), Baluyot “categorically and strongly” denied allegations he was among the leaders of organizations involved in the clashes — a claim police used to issue his subpoena dated Oct. 3.
