Very interesting. Ultimately, the PVV managed to win over many younger voters without any meaningful ad spending online. FvD was incredibly active on social media to win over the young vote, yet only managed to win 3 seats. Same for D66, winning only 10 seats. PhD topic, anyone?.

Is microtargeting persuasive enough to make people vote? Complicated question with a lot of variables, but @favstats’s research on ad spending by NL parties has some fascinating implications for yesterday’s elections.

To deal with this issue, the definition should be reformulated to include only political advertising content which was designed to influence the behavior of voters in the EU. It is the integrity of EU voters' behaviour that the reg seeks to protect, and it would leave alone. .

and is not designed to influence voting behavior here, this may be different for issue-based ads which touch upon broader social issues. This content, while not meant for EU users, could still be liable and designed to influence voting behavior.

This could be considered a political ad under the scope of this regulation, but is it also caught by the 3-month prohibition of advertising by third-country advertisers? While content pertaining to an election in a third country is unlikely to influence behavior in the Union. .

So how would issue-based ads by influencers be treated before an election? Example: if an American non-profit organization is paying influencers outside the Union to advocate a social cause and this content reaches audiences in the EU through a platform's recommender system. .

Is issue-based influencer advertising captured by the regulation? If it is, how would this work in the three months leading up to an election? Unlike platform ads, influencer content is disseminated by recommender systems and not through microtargeting. .
