This combination of needs and enablers characterises the local conditions under which LES are most likely to thrive within the broad local energy landscape.

We show that local areas with more economic activity in the tech sector, local authorities with strategic planning, and active energy efficiency markets have stronger enablers of LES involving multiple actors, sectors, and skill sets.

We show that local areas with higher levels of renewable generation, more EV charging infrastructure, and less accessible gas infrastructure, have greater needs for LES to manage and balance electricity networks.

We focus on local energy systems (LES), designed to decarbonise, balance, and coordinate supply, storage, and demand resources. LES have functioned as testbeds of innovation at the local level in the UK over the last decade.

Thus, (a) convergence is an endogenous process, related to shared and incongruent characteristics of regions; (b) regional disparities are structural (linked to economic and spatial structure) and thus require targeted policies in order to be addressed.

We find limited-only and cluster-like convergence, driven predominantly by factors related to accessibility, sectoral specialisations, labour market dynamism, market potential and selected locational characteristics.

Using data for Greece, we test for the presence of stochastic convergence in the country over three decades; identify the pairs of regions which exhibit co-movement in their growth dynamics; and examine the covariates of this.
