Lao Tzu referred to the common experience of humans and governments and came to a brilliant conclusion: “The more artificial taboos and restrictions, the more poor people will be... The more emphasis is placed on laws and regulations, the more thieves and robbers there will be.”

In a word, govt must be limited to the smallest possible extent; "Inaction" is the proper function of government, because only inaction can enable individuals to flourish and be happy. Lao Tzu declared that any government intervention would backfire and lead to chaos and unrest.

If social institutions hinder the growth & happiness of the individual, they should be reduced or outright abolished. To the individualistic Lao Tzu, government's "laws and regulations are more than a cow's hair," a vicious oppression of individuals, "more terrible than a tiger."

However, unlike the famous apologists for the philosopher's bureaucratic rule, Lao Tzu developed a radical liberal creed. For Lao Tzu, the individual and his happiness are the key units and goals of society.

The first liberal intellectual was Lao Tzu, the founder of Taoism. Little is known about his life, but it is clear that he was an acquaintance of Confucius in the late 6th century BC, from the Song Dynasty, like Confucius, and descended from the lower nobility of the Yin Dynasty.
