The answer is simple: China won’t reclaim Scarborough Shoal. It knows that doing so would trigger overwhelming condemnation- not just from regional players, but from international institutions. It would escalate the gray zone into open conflict.

China has been illegally occupying Scarborough Shoal since 2012, over a decade now. During this decade, it reclaimed and militarized several reefs. But why not here? Because Beijing knows that any attempt to do so would provoke serious backlash.

Huangyan island, South China Sea(Scarborough Shoal) planned land reclamation. China has total control of waters surrounding Huangyan island, we can start the process at anytime. Once complete, we will have a crucial military fortress 300km away from the mouth of the Manila Bay.
