Put another way: Many of the rip-offs in the medical system are due to an imbalance of knowledge (the "lemon car" problem). If doctors couldn't know the price-sensitivity of the patient in advance, that would go some way to addressing that imbalance & encourage honest dealings.

It is clear that "bright line" on reimbursements distorts behaviour. Introducing a tapered threshold for the EMSN based on income would not only be more equitable, but make it much harder for doctors to target costs to maximise profit while minimising consumer complaints.

For example, the universal threshold in the extended Medicare Safety Net has led to certain doctors vastly inflating fees. They know that: - a charge of $2k costs the consumer $2k, but - a charge of $7k would cost the consumer $3k with the government picking up the rest

Random #km insight: Species monocultures have long been recognised as being vulnerable to predation and collapse. But the same is true of systems interactions. If you know that a certain task is always performed a certain way, that's also vulnerable to gaming & exploitation.

I consider myself an AI skeptic for most claims. But it DOES have a great deal of potential in diagnostic imagery, as already seen with X-rays. Doctors should engage with Google, not fight it, so the tool can enhance health outcomes for their patients. https://t.co/7tznPN8p1t

Ginnane gently suggests that Parliament should reconsider "who should [exercise these] emergency powers [and] whether [they] should be required to take into account matters such as the social and economic consequences" - in short, to take a more holistic approach.

[Correction: Ginnane J.] The media should pay more attention to the judge's recommendation on para 132 though, after noting that the PHW Act only requires Authorised Officers to take action based on "public health grounds, and for the purpose of protecting public health".

Some people have argued that bringing this case was a waste of time. I strongly disagree. It brought many interesting facts into the public domain and placed the authority and decision-making of the Victorian Public Service under appropriate scrutiny.
