I feel compelled to point out that, given the order in which NYS seems to be issuing license plates, some extraordinarily lucky human has likely been issued a "JPG 2000" plate.

I did not realize that python csv.DictReader will generate a key with an actual NoneType (if the data is formatted in a weird enough way), but here we are; also, sigh, unpredictably formatted data. .

technically I'm all about sensible/legible/identifier-able filenaming, but you should all know secretly I get a kick out of assigning filenames that are actually puns.

-C cyls. Specify the number of cylinders of the disk. I have no idea why anybody would want to do so.
