this actually makes a lot of sense lugia is the guardian of the sea, hence the water type with wings being the manta ray ho-oh is the guardian of the skies hence the bird
Skarmory and Mantine are actually counterparts to each other. Not only were they version exclusive in Pokemon Gold and Silver, they also had the exact same stat spread but mirrored on the physical/special side. In Gen 7 Mantine got a 20 point HP buff, while Skarmory got nothing.
