These findings open avenues for future research: analysis of other types of linkages (trade, migration flows etc) and various facets of complementarity (institutional, cultural. ) will further elucidate the role of international connections for green diversification.

The study suggests a clear policy direction: actively promote strategic international collaborations emphasizing complementary capabilities. Incentives for collaborative R&D, exchange programs fostering cross-national ties, and robust tech infrastructure are key tools.

Innovation leaders exhibit a distinct pattern. Their green diversification focuses on complex, less mature tech – less reliant on existing specializations. They leverage resources to embrace the less related, the cutting-edge.

We find that complementary linkages are especially vital for catching-up and follower countries. They facilitate the development of green specializations closely connected to existing capabilities, supporting the concept of related diversification.
