NB: I am increasingly persuaded of this thesis as a *description* of what in fact happened not as a *normative judgment* about what should have happened. IMHO Everson can and should be criticized as an act of jurisprudence and for its political and cultural consequences.

Four issues need to be distinguished and evaluated in the CN debate (in its North American context):. (1) Reformed teaching on the civil magistrate. (2) The nature and ends of nations. (3) America’s constitutional tradition. (4) Nationalism as a late modern ideology.

Changing judgments about what the civil magistrate should tolerate, punish, etc with respect to religion (e.g., WCF’s English vs American versions) is a function of changing judgments about what best serves the *public interest*—not changing views of the civil magistrate.

Until recently, the Reformed tradition taught that the civil magistrate has no interest within matters of religion (in sacra) but that it does have an interest in matters concerning religion (circa sacra) insofar as those matters concern the public interest, the outward man, etc.

With respect to the helpful recovery of the concept of "ordo amoris" in contemporary discourse, might I recommend Oliver O'Donovan's discussion of the concepts of "equality," "affinity," and "reciprocity" in his book, *The Desire of the Nations*, pp. 262-68?.
