Data from Timor Leste provides a case to why and how long-term collaborative international aid support matters for some social activists, legal reformers and practitioners who are passionate about fighting against existing power structures for transformative changes.

As foreign aid cuts are made across sectors, there is no doubt funding for rule of law initiatives is going to face considerable reduction and attention from the international agencies in the coming years.

The article will be helpful for those who are thinking about the varied dynamics (both positive and negative) sides of international aid, as well as ‘failures’ and ‘successes’ of international aid.

The argument is that while compromises may look like an imperfect engagement and a ‘failure’ of international aid, it allows for the adoption of regulatory arrangements that can initiate transformative legal and social change in the long run with adequate support and engagement.

My paper looks at international aid efforts to tackle corruption. I propose compromises as another possibility for facilitating regulatory change, which in turn shape the regulatory limits of the new law and institutions for addressing corruption in the country.
