So rather than recreating the USSR, it seems like Makarov wants to recreate the Russian Empire instead. The Inner Circle’s logo is a crown, unlike Zakhaev’s ultranationalist forces logo, which has the hammer and sickle. And the newspaper clippings in the safehouse mission also

Incoming ramble: I do like to portray Makarov here with the Orthodox cross because Makarov has used the phrase: С нами бог or “God is with us” before, which is the motto of the Russian Empire. I like to headcanon that he’s a Russian Orthodox Christian
