First of all we need a properly informed & motivated general public, given the urgency & breadth of the transformation of infrastructure we now need to make in record time because we're ~30+yrs late in addressing climate/ecological collapse.

Depending on which way the Wind blows temperatures vary by at least 20+ Degrees
Include Day & Night that increases to 30+ degrees
IF you want to reduce temperatures then tackle Desertification in Cities & Deserts
Temperatures would drop 3+ degrees BUT no CO2 taxes
