A very detail and well thought out article of what can be done right. To add to his wonderful suggestion I would like to suggest that there be internet channels for students that had been victimised or psychologically unbalanced to reach out anonymously.

Look, 160,000 kids in studies show corporal punishment makes everything worse, not better. Actual countries that banned it and built proper support systems got SAFER. We still have no counselors, no programs, no real investment in prevention. And btw - even Prophet Muhammad
