As best I can tell, from reading the statute and what I’ve read about the discussion that was had on the floor, all three parts of D are required. A physician can’t sign off on D1 w/o exam. Good potential for litigation, hard to imagine many doctors lying.

A physician has to attest to the internal reproductive anatomy of the child. In a situation that could put them on the witness stand in a court case. They can’t do that with a cheek swab.

Yes, most adults in the US do not have a family doctor or PCP and many children do not have a pediatrician or family doctor. They just go to an urgent care or ER if severely ill or injured.
