Put simply, the federal budget of the USA, and its continuity of governance, need to not be left in the hands of those who see no negative consequences from causing the whole thing to crash and burn.

Third, legislation of budgets doesn’t make sense for a country like the USA. Instead, a federal budget with adjustment parameters for inflation and other factors must be enshrined in a constitutional amendment, rather than being a point for negotiation.

Second, continuity of regulation, service, and enforcement are definitely more important by far than continuity of the legislature, meaning that in the event of a shutdown, legislators should lose pay, while other federal employees should retain it.

A couple of thoughts on US government shutdowns. First of all, if you allow the government to shut down on your watch as a legislator, you have betrayed the interests of all of your constituents, and should not be eligible to hold or run for office again for the rest of your days.
