Last year around 48,300 people were released from prison. 9% of those releases followed consideration by the Parole Board, with the remaining 91% released automatically from custody without involvement of the Parole Board.

The proportion of prisoners released after Parole Board reviews is approximately 25%. This means that in three quarters of parole reviews the Board decides that it is necessary for the protection of the public that the prisoner remain in custody.

Released prisoners can be recalled to custody by the Probation Service for a variety of reasons. An offender does not have to commit a criminal offence to be recalled to prison and can be recalled for breaching their licence conditions.

Panels must only consider the test set by law when considering a case. They can only direct release if it is no longer necessary for the protection of the public that the prisoner be confined in prison. Release is only considered once the period set for punishment has passed.
