To my understanding re9 will conclude the raccoon city story. Capcom has confirmed that they're not done with umbrella yet. It all seems to me like Leon's story is over with re9. All signs are pointing towards. I do believe it's possible re10 will follow up on the village

Apparently the voice actor for sherry birkin in re6 is unionized. Capcom has a history of not using union actors. So if sherry appears in re9 she could be recast. But maybe she'll reprise her role as sometimes Capcom uses union actors e.g.Matthew mercer in death island #REBHFun.
