In 1999 Canada predicted 10 yrs before devolution was “practical.” Fine, said the Nunavut side, let us not waste precious time - start education plans now to produce Inuit geologists & mineral engineers who should graduate as PhDs in time to lead devolution in 2009.

This focus comes directly out of Inuit strategy which developed in the planning for the #Nunavut Land Claims Agreement #NLCA. The Inuit sovereignty over Nunavut lands, which was temporarily released by the certainty clauses in the NLCA, would be recaptured through devolution.

The Nunavut contingent was led by the very accomplished Inuit negotiator, late of Rankin and Pang, Laura Gauthier, then ADM at EIA who, although not yet 30 years old, had already negotiated a large piece of the territorial division of assets & accountabilities leading up to 1999.

Canada hope to lure the Nunavut contingent away from the issue of Lands & Resources. Was Nunavut not interested in securing jurisdiction over labour relations, prosecutions or NIHB Canada offered. No, not at all. It was always to be lands and resources.

The Premier in 1999 was #paulokalik. His instructions were always forceful and clear: lands and waters: Inuit use is continuous. #nunavut #devolution.

The very first devolution negotiation ever was in 1999 before there was a formal negotiating framework or mandate. Nunavuts strategy was to invite northern affairs officials to the most beautiful places in Nunavut starting with Bathurst Inlet.
