Great post on a great paper, which I had the good fortune to see Natalya present this week. Ann flags a concern that I had as well: that the absence of disclosure around CIT voting (and engagement etc.—things a mutual fund would disclose) short circuits governance. However, 1/2.

As the fight over the meaning of "fiduciary" continues, I keep coming back to ERISA's legislative history, and the insight that in the 1970s, "ERISA’s fiduciary provisions were an afterthought."  How things have changed.

Converting retirement savings into income needs a simple, low cost, flexible automatic solution to guide new retirees. Expecting people to be actuaries or financial experts and deal with complex decisions is not realistic.

I suggest that PEOs have the potential to increase access to workplace benefits but also introduce new governance concerns that are not adequately addressed by the existing regulatory framework.
